1.  RFP Busing Proposal – Discussion 

Kathy Casparius stated that our current contract with First Student will expire the end of school year 2017 and we need to start the process of going out for an RFP.  The committee discussed what they’d like to see in the RFP. 

Mr. Anastasio said the specified amount of mileage in our current contract is 300,000 which we pay 43 cents per mile and anything above that is $1.75 per mile additional.  Mr. Anastasio said the number of our student population is dropping yet the amount of miles that we use is increasing due to extracurricular activities, homeless transportation, and transportation for special education.  The estimated 300,000 in the last contract will need to be increased based on an overage of 52,000 to 62,000 miles in the last five years.  A request was made to buy small white buses that don’t require a driver to have a CDL license as long as there are no more than 15 people in the van that a coach or adviser could drive.  Mr. Anastasio said due to a much greater liability, a lot of questions about insurance and training, it is not recommended.  He then asked the committee to give some direction about whether to pursue the purchase of 14 passenger buses and accept the liability that goes with that.  Edward Hastings suggested purchasing small utility buses driven by a coach to transport equipment.  He asked that a cost analysis be done. 

The committee agreed to not pursue the option of providing bus services in house, but want to move ahead with an RFP with outside contractors.  Guidelines of what the committee would like to see in the RFP are:


  1.  Increase mileage to 350,000

  2.  Customer service

  3.  Epi Pens

  4.  Underneath storage on some buses for equipment

  5.  After school run

  6.  Wireless on buses used to travel long distances

  7.  14 passenger buses

  8.  Contractor to purchase outside service if unable to provide busing

  9.  Provide competitive hourly rates and benefits for drivers

10.  Have a driver available throughout the day for special education transportation

11.  Letters of recommendation

12.  Video cameras on all buses

13.  Additional supervision on some buses

14.  GPS on all buses


2.  Overtime 

Mr. Anastasio said the new overtime law is unclear and they continue to find out as much information as possible before the law goes into effect December 1, 2016.  It affects non-teaching positions paid under $47,000 based on a 260 work year.  It will also affect stipend positions which are negotiated.
