CURRICULUM AND EDUCATION COMMITTEE MEETING

November 9, 2016

1.  Proficiency Based Education Update 

Donna Madore, Assistant Superintendent, updated committee members on proficiency based education.  State law originally stated Proficiency-Based Diplomas were to begin with the class of 2018.  Districts were given the opportunity to request extensions and the ASD was granted an extension until the Class of 2021. 

 However, legislature changed the law again and beginning with the graduation class of 2021, the school must certify students have demonstrated proficiency in meeting the state standards in 4 content areas; ELA, Math, Science & Technology and Social Studies.  By 2025, students have to show proficiency in each of the guiding principles and the remaining 4 content areas.  The Maine Learning Results still exist.  That’s the umbrella of education standards.  There are 8 standards, math, ELA, science, social studies, health/PE, world languages, visual and performing arts, career and ed. development. The six Guiding Principles are: a clear and effective communicator, a self-directed and lifelong learner, a creative and practical problem solver, a responsible and involved citizen, a collaborative and quality worker and an integrative and informed thinker.  Students cannot graduate unless they show evidence of these characteristics. There is a system set up and it’s being piloted at the high school in order to show evidence.  

What we’ve done for implementation for Proficiency Based diplomas is; standards were identified and assigned to a course; the performance indicators were identified and assigned to a course; and the learning targets were identified and assigned to performance indicators.  Now we have to develop common assessments; scoring guidelines; pilot the common assessments; and develop alternative assessment for each common assessment.  Work will continue and adjustments made when DOE provides new guidelines based on rulemaking.
