FINANCE COMMITTEE MINUTES

AGENDA ITEMS DISCUSSED:

 

 

  1. Review of the Maine Dept. of Ed’s preliminary estimate of GPA
    1. Two scenarios presented

                                         i.    Governor’s recommended budget

                                       ii.    Legislator’s current proposal

  1. Revenue, Expenditure, and needs from taxation worksheets reviewed.  Scenario “B” (Legislator’s proposal) GPA estimates used to support Superintendent’s recommended budget.  Group discussed:
    1. City inter-departmental consolidation
    2. Inclusion of school department expenditures in a City Council CIP
    3. Increase or decrease use of fund balance
    4. Possibility of receiving more of the Cable franchise fees
  2. Proposal to add a third Behavior Teacher.  The net reduction in staff, from the current year as compared to the proposed budget for next year, is two Special Ed. Teachers and six Techs.
  3. Superintendent’s proposed budget adjustments.  Presented reductions totaling $362,916.
    1. Committee requested additional reductions.  Superintendent will prepare for next meeting.
    2. Consideration concerning additional fund balance dollars.
  4. Committee discussed the estimated amount over/under EPS.  Using the current information as provided by the ME DOE, the school department is $195,000 over EPS.  Committee was cautioned that the amounts, as provided by ME DOE, are preliminary.  Also the ME DOE information was not in detail and the Administration had only totals to work with.  No update from the ME DOE on when school units will receive the detailed ED-281.
  5. Committee agreed to hold a School Board budget workshop on Wednesday, April 4th at 6:00 PM, at Hussey Elementary School gym.
  6. The athletic budget was discussed.  It was decided to include girls’ lacrosse in the proposed budget and remove a wrestling mat hoist.
  7. Next meeting – Monday May 7 at 6:00 PM – Superintendent’s Conference room at Hussey Elementary School.
