Committee Members Present:  Staci Fortunato-Chair; Kati McCormick, Amanda Olson

            1.  Review existing policy GDPC:  Retirement Benefits for Central Office Staff. 

The committee discussed policy GDPC.  Committee member McCormick would like clarification on who is covered under this policy.  Benefits in the policy will need to be aligned with the recently negotiated support unit contract and new labor laws.  Motion by Staci Fortunato to table the policy, second by Kati McCormick, so moved 3-0. 

            2.  Review Drummond Woodsum Affirmative Action Plan memo and sample policy template.

                 The Assistant Superintendent will note possible revisions to the current policy based on

                 Drummond Woodsum information. 

                 Katy Grondin said she took the current Affirmative Action plan and aligned it with

                 Drummond Woodsum’s template so it aligns with the new laws.  She went over some of the

                 changes made to the policy.  She asked the committee to review the goals to determine what

                 can be eliminated and what new goals the committee might want to add to the Affirmative

                 Action Plan.  She will meet with staff to discuss further changes and will put the plan on

                Google Docs so board members can make comments.  She will bring it back to the next policy

                committee to review.


            3.  Clarification on “communication” policies

                 This item was not discussed.


            4.  Begin review of Section A of the policy manual

                       A.  Review existing policy AB:  The People and Their School District and MSMA sample

                             policy BB: School Board Legal Status


                 Ms. Grondin said policy AB is not a required policy and many school districts in the area do

                 not have it.  She recommended deleting this policy because it is covered under MSMA’s

                 sample policy BB. Member Olson is in favor of keeping the policy AB.


                 Motion by Staci Fortunato to delete policy AB, second by Kati McCormick. Motion fails 3-0.


                 Ms. Grondin will bring back MSMA’s sample policy BB: School Board Legal Status and the

                 ASD’s existing policy BB.  She will research to make sure it aligns with the City Charter. 

                 The Committee agreed to keep AB with no changes.


                       B.  Review existing policy ACA: Gender Neutral Language and 

MSMA sample policy ACA. 

                 The Committee reviewed this policy and made no changes to the existing policy.


                       C.  Review existing policy AD:  Educational Philosophy/Mission and MSMA sample policy AD. 


                 The Committee reviewed this policy and made no changes to the existing policy.


                       D.  Review existing policy ADA:  School District Goals and Objectives and MSMA sample policy ADA

                 The Committee reviewed this policy and made no changes to the existing policy.


                       E.  Review existing policy ADAA:  School System Commitment to Standards for Ethical and Responsible Behavior and MSMA sample policy ADAA

                 The committee reviewed the policy and made some changes.  Ms. Grondin will bring it back

                 to the next committee meeting so members can review the revisions.


                       F.  Review existing policy ADC:  Tobacco Use and Possession and MSMA sample policy ADC:  Tobacco-Free Schools: Use and Possession of Tobacco and Electronic Smoking Devices.

                 Ms. Grondin recommended replacing existing policy ADC and ADC-R with MSMA’s sample

                 policy ADC because it gives more flexibility in how we respond to students’ needs and it

                 sends a strong message.  The committee members agreed. Member McCormick would like to

                 review policy JIC: Student Code of Conduct at the next Policy Committee meeting.


                      G.  Review existing policy ADC-R:  Tobacco Use and Possession Administrative Procedure.

                 This policy was replaced with MSMA’s sample policy ADC.  It will be deleted once the new

                 policy (ADC) is adopted.


                      H.  Review existing policy ADF:  School District Commitment to Learning Results and

                            MSMA sample policy ADF

                 Ms. Grondin recommended replacing the last paragraph in our existing policy with MSMA’s

                 sample policy.  Committee member McCormick would like to delete the first sentence of

                 policy ADF.


                       I.  Review existing policy AEC:  Accountability-Reporting to the Board and Public and

                           MSMA sample policy AEC

                 Ms. Grondin recommends the section on report cards be replaced with MSMA’s sample

                 policy language for report cards. 

                 Motion by Staci Fortunato to have the assistant Superintendent revise current policies based

                 on the Committee’s discussions and bring them back to the next Policy Committee meeting,

                 second by Kati McCormick, so moved 3-0.
